I'll make all of you feel better. My roommate has a 04 Rubicon running 33" SSR's. He drives like my grandma and just recorded a 13.4mpg mostly highway! HAHAHAHAHA! I get around 16-17 in my 83 running 5.29's and 35" SSR's!

The more you do, the more you need to do to make the stuff you did work.
