The spring loaded contact in the column that hits the horn ring on the underside of the steering wheel has probably worn down. I think it can be replaced, but I just made a thin spacer of plastic to move the ring closer to the contact.
Could also be a blown fuse or bad relay.

This happened to my '88 pickup. I had to pop steering wheel off and replace the pin. It is a spring loaded pin that makes contact with a metal ring under the steering wheel. You can get a horn pin at Advance Auto. Easy fix.

also happened to my '80 pickup.... i just pulled the wheel off and made up a little spacer to go between the wheel and the brass ring that contacts the horn pin

If it is the horn itself I can hook you up. I put an air horn on not too long ago and if your interested I will send you my old one it still works just fine, all you would have to do is unplug yours and plug in mine and hope for the best!

I defintely agree that the stock Toyota horn is a little stupid. It always reminds me of the horn on the car on the Simpsons. However, I'm looking at a few chevy horns myself. I'll probably end up hooking a relay up, and having my horn activate the relay instead of fidigeting around with the grounds and stuff.

I also do not have a horn that works well. it SOMETIMES works when I turn the wheel all the way to the right, I think I'll check out that spacer idea though and see what happens.
