My fan clutch is staying active all the time as if it was hot and blowing hard as I accelerate...It has a little play in it, so I bought a new one tonight..I notice it has no power while this is happening...Is the loss of power from the clutch fan?? If so, replacing it with a electric fan is safe or not??

How much power loss do you have? The fan clutch can rob you of some power, but it shouldn't be real noticable when it kicks on. An e-fan is safe and will free up more of the power that the enginge uses to turn the clutch fan.

My fan clutch is welded (not something I did) But that thing will never overheat because it blows so much air so hard.
