so how much should i honestly plan on spending from beginning to end on say a 4 or 5 inch lift and new wheels and tires to start making my taco a little more spicy and fun

The lift kits for that height are on the expensive side $1200 and up. Tires and wheels you can find package deals ranging from $900 on up to as much as your willing to spend.
