Sounds like a good start. I might stay away from the grill guard though. Sometimes they cause more damage then they prevent....the one i had damaged my hood, fenders, grill and corner lights.... I would rather spend my money replacing the entire front bumper.... stock Toyota bumpers dont fair too well after saying hello to a couple trees or rocks.... I think TJM makes bumpers with and without hoops to help protect the grill/headlights. ARB might too, im not too sure who else has bumpers for later model runners, might be able to make taco stuff work *shrug* If its mainly a street rig though a grill guard can look pretty sharp!

I too am looking at a 99 4runner, and plan on the following mods right away. I previously had a 02 Tacoma with an AT tranny, 3" Revtek lift, and 305/70-16 BFG All Terrains. I installed a Air Raid cold air intake with the heat shroud, and a Gibson aluminum cat-back exhaust. When I did this, I noticed about a 5-8 mpg increase. I'm hoping this will be the case with my 4runner also!
Good luck with your mods!
Let us know what you decide on.
