Man they can be a real pain in the ass. If you have locking hubs and not just drive plates, you can hammer on the hubs with a rubber mallet. Once the hub moves out a little, hammer it back in and the cone washer should be loose. You can also use a regular hammer with a blcok of wood. My haynes manual says to take a socket the fits over the cone washer and hammer on it. I found this to be ineffective for me.

The best way I've found to take off cone washers is to use a standard flat head screw driver and tap into the slot of the washer from the side. This spreds the washer out and makes it slide right off. Works every time with no problems.

I took the drive plates off my truck for the first time ever the first year I owned it. Already ten 11years of rust, no a screwdriver didn't do it. When I rebuilt my axle for the SAS it also hadn't been opened in over a decade, and had been sitting in a field to boot. Same deal. Now I maintain my axle regularly and a flathead does the trick just fine, but i make sure to use antiseize on the cones when I put them back in.
