i looked up prices on 4wheelparts.com sorry to sat they did not have your year! but to give a idea in price the 2000-01 (3in) was i think $229.00. you might want to look on the site i could have over looked your year. the price you found i think is in the ball park of what your going to have to pay!! just my $.02! i'll look around to see if i can find anything else. later!
try liftkitdepot.com they have it for $235.99

can i go with the three inch body lift without any major issues with the steering colum or anything like that. cause i'm not an expert on any of that stuff by far i'm kinda learning as i go. so i want to keep it kinda easy as of now. any help would be great. I'm mostly worried about the extra cost of the steering colum and shift linkages and such

With his kit for 3" you will have to install the shaft spacer but it's real easy it's just a couple of bolts. Over all it's an easy job it should only take a few hours. Alot less if you have air tools and access to a lift but with a few friends it's not that big of a deal
Also since you'll have it apart you should also install poly body mounts(for the cab) as well.

I'm mostly worried about the extra cost of the steering colum and shift linkages and such . A 3" BL is more complex to install than a 2" BL, as more things need to be addressed as you noted above. Nothing that can't be overcome, just more involved. Steering column length, fuel filler neck length, shift linkages, shifter length, brake line length, and more.

what are poly body mounts?? and does the kit come with the shaft spacer. I only need about 1, 2 inch tops but all i came across were 3" lifts and since the tires dried me out cash wise i can't afford much more then the lift itself i can afford about 350$ all together oh and if i purchase the say 3" lift can i just lift it 2" with it? or does it not work like that

The rubber ones can deteriorate over time (like 20+ yrs). If they are in good shape or the truck is not old, there is no need to replace them. It's just that when you have it all apart to install a BL, it's an opportune time to replace them. The poly ones are strong, last long and don't "give" like rubber. Downside is they transmit vibration. Almost any rubber mount or bushing on the vehicle can be replaced with poly ones.

The kit is probably spacers for the front and Add A Leafs for the rear. Does it include shocks ?

I put a rancho 1.5 or 2" (depending on the advertisement) lift on the front of my 96 and have had good luck with it. I put this on mainly to replace a broken front spring. The kit came with new front shocks and springs you have to reuse the factory upper seat and retainer. The ride is close to stock and it did provide about 2.5 inches over the 190,000 plus mile original suspension. If you are interested you have to call whoever you want to buy the kit from because they don't ussually advertise it anymore (not a very popular kit). I got mine from FWPW.com.
