I just bought a 85 toyota 4x4 short bed and I was checking it out and I'm wondering what the rod going from the rear axle to the brake lines is for? I thought it might adjust the brakes when you have a heavy load or something like that. Thats all I could think of.

Correct, it's a Load Sensing Proportioning Valve.

so when you lift say 5" you must use a braket for that valve right ? if not what problems could occur ? say mabey hard pull w/side to side shimmey

If you want to use the valve, you will need an extension bracket. The truck will have almost no rear brakes if you don't. If you do not intend to carry heavy loads in your truck (which I wouldn't recommend with a 5" lift anyway) the easiest and best way to get good braking is to remove the rod from the axle and tack weld it to the frame. this will give the max rear brakes all the time. If for some reason you end up with too much rear brakes (i.e. rears locking up before the fronts) you can always grab the rod and bend it down a little. This is what I did, and it works.
