I just got an 85 short bed and I thought I would check out the flex, so I pulled it up on a ramp and everything was fine. Then I backed down and the truck stayed kinda sidways. It has add a leafs and lift shackles. Could the previos owner tightened the shackles too tight causing it to bind?

That is quite possible. It is best to use a locknut on shackle bolts instead of a lockwasher/std nut because you can leave it slightly loose but the nut won't back off.
