When the word safety comes in to play, cheap hardly follows. Best option would be summitracing.com you can find the 5-point and the seat there, the roll cage might have to be custom fabbed. I wouldn't buy a used seat belt unless you can inspect it for cuts or other damage. If it is damaged just walk away from it. I have a welder and about 100 feet of square tubing if you need help with the cage, could make a cool exo-roll cage.
Note: with any 5-point harnass, the shoulder straps should never be bolted below your shoulders, even for temp use, if you get in to the smallest wreak and it was bolted below your shoulders, the straps would cause your spine to be compacted

Also might want to check out jegs.com or go to your local gi joes. They sell apc racing buckets for $150 or hell if your near auburn I got a set of SR5 stock buckets you can have for $10. Also if your in this area Honest Performance in Federal Way sells harnesses for a resonable price.

Thanks for the help, i will either be getting the seats from gijoes, ive seen them before, of Corbeau Baja SS. still got some more questions.
does gijoes sell brackets that will fit into the pre-existing holes or will i have to drill new ones?
exo-cage is a cage that goes around the out side of the cage right?
and how much will you charge for building me a cage?

On a 5 point Harness, were do the lap belts mount if they need to be on the frame or roll cage liek the shoulder ones?

They usually just mount through the floor with an eye bolt and a large washer.

and how much will you charge for building me a cage? an exo-cage would be made on the out side of the truck if you just want a roll bar on the out side of truck between the cab and the bed about 100 to 200 if you want to get more detailed describe where you want all the bars, like fender protection, or a bumper grill

The cage would be a in-cab cage.
