It depends on what you want it for. Are you planning onreally wheeling it or are you just planning on using it for looks? It depends on how you use it and what kind of terrain you wheel on. If it is just going to be a weekend truck and still be driven on the street a bunch then I would go with the lift and tires. It will let you get the look you want and will help offroad performance.
A locker will drasticly help offroad performance but it might become annoying if it is seeing most of its time on the street. I have seen a stock 84 4-runner with a rear locker and he was able to make everything he pointed it towards.
Basically it all depends on what you want it for. The thing with this is once you get one thing you will want/need something else afterwards and next thing you know your addicted and don't know when to stop.

For off roading the locker is the best first upgrade IMO because they improve all types of wheeling and usually don't become redundant when you do further upgrades.

;D I say locker. BUT, keep in mind a locker can/WILL get you in alot of trouble. It'll allow you to go further than you can imagine. So, a winch or buddies will become a necessity real fast. Later...

Like southAL wrote it, depends on what kind of offroading your going to do . with open diffs you are not going to make an off camber rocky climb , or make it through hood deep mud without full throttle . to be truthful open diffs in a sticky situation are only good for 2 wheel drive , the tire with the least resistance , or up in the air is going to be the one spinning . Lockers , welding spider gears , or spools is the only way to get true 4wheel drive . All you have to do is the math . two wheels or four wheels , doesnt matter about size of the tires .
