First thing, what is your metal working capability (cutting, grinding, drilling, welding, etc.) ? That has a bearing on what you can do suspension-wise. If it is little or none you're limited to a brand-x bolt-on suspension. AP's (and other) longer springs require more work, nothing too difficult, but cutting/drilling/welding is necessary for the new hangers, x-over steering, etc.
Once you figure out what you can do it will be easier to figure out what you want/need.
Also, the type of wheeling you do has a bearing on how you want to build the truck. What is good for mud isn't necessarily good for rock crawling.

my most important questions is can i keep stock steering for a little bit with all props longs travel front springs? if i can what do i need to change that isnnt hy-steer because im going to be keeps non-power steering untill i can go hy-steer and thats not in my buget. If i cant use stock steering/ little adjustments with allpros 4inch lings travel springs i will go with skyjackers 5 inch system instead.

You would be making a huge mistake buying the skyjacker kit if your main interest is rockcrawling. Buy the All Pro springs then start saving for the hi steer or consider waiting to change the seats and other crap until you actually have a functional rock crawler. Personally I would put the seats, cage and harness all behind the suspension and steering in importance. I would also put it behind lockers and crawler gears.

As of right now i have around 3,000 dollars and the first 1,000 is for seats, 5 point harness, and roll cage because its my dads rule because theres no air bag, the next 1,000 woudl go towards wheels and tires. So basically i have 1,000 for suspension and steering which will be spent in...
AP 4inch long travel forn leaf springs...$199 AP 4inch rear leaf springs...$269 AP long travel shock hoops...$89 Bilstein 5150s...$356 AP front Spring hanger kit...$239 AP front of rear spring hanger kit...$60 AOR rear shacklets...$70

Have your buddy fab the last 3 and save $350 Cross-over steering is a must ! A spell checker wouldn't hurt either ;D

With some of the money you save from fabing your own spring hangers and shackles, you'll need to get some extended brake lines. I doubt your stock lines will be long enough when you start flexing your new springs.

For the brake lines you can just run two stock lines together to get the length you need for cheap.
