does anyone know what kind of springs off a jeep wrangler to use on the front of my 83 yota, that will provide about 4" of lift and move the axle forward about 2".

Any YJ spring pack will give ~3" more lift on a Toyota than their YJ application, simply because you are mounting them spring over instead of under.
Therefore stock packs would give you about 3" of lift, 2" lift packs would net about 5", etc. But when you use a "lift" pack they will may be a little on the stiff side.
I don't think YJ springs will locate the axle forward any, but I can't remember for sure.
