If you are using a computer where you work, they probably have picture hosting websites blocked. A lot of the pics are linked to a picture hosting website (webshots, for example).
If you are on your home PC, you may have some IE setting wrong.

I have tried to get a pic (avatar?) attached to my profile from a couple of computers but it won't work. Is there a way to just browse and open? I don't have a URL for any of my pics.

You need a URL to a pic on the web in order to have it show up.

No worries...
Here's a link to how to use all the Post Tools. For posting a pic scroll down to the 4x4 bus (Now to post that picture). It will tell you what you need there. If you have any more question or problems on this go ahead and PM me.
