From what I understand and I might be wrong, but I think it's to keep the ADD from enguaging the hubs.Which will give you 2wd low range by using a toggle switch.

OK, makes sense, I didn't realize he had ADD.
You just want to interrupt the control line to the LOCK vacuum switch.
Unfortunately I don't know the easiest place to access that on a Taco (other than up on the front axle at tha ADD assy)
