OK I have an 88 4Runner V6, auto, front and rear heat. In the past year I have done head gaskets, valve job, valve shims. timing belt, water pump, fan clutch, thermostat, and rad cap. But the damn thing STILL runs warm at idle. It never seems to "overheat" but when I sit a stop light the temp needle will go between normal and hot until I take off, then goes to normal. the heater will also start to blow cold air at idle. I love my truck but I am on the verge of washing my hands of it soon if I can't get this resolved. ANY ideas will be helpful. Thanks.

One possibility, if your radiator is partially clogged, the cooling system woudn't work as good at low rpms. The pump wouldn't be flowing as much coolant and there wouldn't be as much air flow, so temp might climb until you start moving again.

Is that something that could be flushed or should the rad just be replaced?

Depends on how bad it is,some can be dipped and brought back.
